Rules of Pedagogical Ethics

Council on Pedagogical Ethics
The Council on Pedagogical Ethics is established in educational organizations and serves as a collegial body that considers issues related to teachers’ compliance with pedagogical ethics.

Individuals and legal entities may apply to the Council on Pedagogical Ethics of educational organizations regarding issues of teachers’ adherence to pedagogical ethics.

The Council carries out its activities in accordance with the Laws of the Republic of Kazakhstan “On Education,” “On the Status of a Teacher,” these Rules, as well as other regulatory legal acts, and is guided by the principles of objectivity, fairness, and ethics.

Main Tasks and Powers of the Council

The main tasks of the Council are:

1. Monitoring, prevention, and deterrence of violations of pedagogical ethics;
2. Contributing to the improvement of the moral and psychological climate within the educational organization, as well as resolving disputes related to violations of pedagogical ethics;
3. Comprehensive, thorough, and objective examination of the circumstances necessary for the correct consideration of the issue of holding teachers accountable;
4. Reviewing the causes and conditions that contribute to violations of pedagogical ethics and developing recommendations for the head of the educational organization based on the findings.

Within its competence, the Council:

1. Hears teachers and other individuals related to the matters under consideration at its meetings;
2. Requests the documents, materials, and information necessary to fulfill the tasks of the educational organization;
3. Requires explanations and/or clarifications from teachers and other persons involved in the issues under consideration;
4. Submits proposals to the head of the educational organization to conduct investigations into cases of violations of pedagogical ethics;
5. Submits proposals to the head of the educational organization on strengthening labor discipline and preventing violations of pedagogical ethics;
6. Submits proposals to the head of the educational organization regarding liability for violations of pedagogical ethics;
7. Appeals to competent state bodies or relevant officials with proposals to consider the responsibility of officials of the educational organization who failed to duly address the Council’s recommendations;
8. Conducts reconciliation work between the parties.

The activities of the Council on Pedagogical Ethics of the school-gymnasium are organized on the basis of Order No. 190 of the Minister of Education and Science of the Republic of Kazakhstan dated May 11, 2020, “On Certain Issues of Pedagogical Ethics.” ✅
